I've had similar issues with what looks like...black lightning, mostly in wooded areas...Terrokar Forest in particular.
I'm also running an ATI card, but I did not have any issues with my previous card, which was also ATI. Could be something that came up in an updated driver.
These are stone killers, little man. They ain't cuddly like me.

Nvidia 8800 here and I'm seeing some of that as well, latest drivers too...

Only the newest cards will even support DX10, nothing to do with card performance but changes in the shading engine.

Hmmm well found this under "known issues" patch 2.1 will try it tonight i post if it works...

6. Video – Flickering/Distortion after 2.1

If you are experiencing graphical distortions such as flickering of the video please temporarily turn off the “Level of Detail” under the Video Options. In order to disable this feature please follow the steps below.

1. While in game, open the Options menu.
2. Open the Video Options menu.
3. Locate the check box for "Level of Detail"
4. Uncheck the "Level of Detail".
5. Click "OK"

Disabling this feature may reduce the frame rate slightly; however, this is scheduled to be fixed in a future patch.
